Updating CDH to 5.13.x

I am updating our Hadoop distributor to the latest version.

Fixed issues:

Cluster maybe unreachable for 10-20 minutes.

Full cluster upgrade has been performed successfully. All the services related to Data Science Lab should be up and running without any problem.
